BHT is generally recognized as safe (GRAS) by the FDA for use as a food additive. Citric acid is also GRAS. Both have been evaluated by international bodies like JECFA and EFSA. While some studies have raised questions about potential health effects of BHT at very high doses, regulatory agencies consider it safe at typical dietary levels.
